Hundreds of Russian contractors and mercenaries are reported to be working in Syria. Russia's military said Syrian air defense units downed 71 out of 103 cruise missiles fired by the allies.

When pressed, he acknowledged that some unspecified portion of Assad's chemical arms infrastructure was not targeted. Israel has not confirmed launching the attack, which reportedly killed 14 people, including seven Iranians. It was not clear whether the presence of the investigators could affect the timing of any U.S. military action.

Although the Obama administration ultimately refrained from taking action, the Assad regime-and as importantly, its backers in Russia and Iran-spent nearly two weeks unsure of exactly how devastating the response might be, at a time when the insurgency still posed an existential risk to the regime.
