International Criminal Court (ICC) prosecutors have opened a preliminary examination into Philippines President Rodrigo Duterte's "war on drugs", which has led to the death of thousands since it began in July 2016.
Presidential Spokesperson Harry Roque announced this in a media briefing Thursday.
State finance officials said the auction was launched Thursday, with a starting rate of 3.75 percent.
Earlier, HRW criticised the Duterte administration for failing to make "genuine efforts to seek accountability for drug war abuses".

According to Roque, Duterte said that the ICC's launching of the preliminary examination is an opportunity to prove that the case is not subject to the court's jurisdiction.
"He wants to be in court and put the prosecutor on the stand, to ask who prodded you to proceed to preliminary examination", Roque told a news conference, adding Duterte has suspected "that it is, of course, the domestic enemies of the state behind this".
He also came under intense criticism for declaring martial law on the southern island of Mindanao last year during the Islamist insurgency in Marawi City.
After a preliminary investigation, he said the prosecutor would have to go to the pre-trial chamber of the Court for confirmation of charges before the charges can even be filed in the Court.

Roque insisted that Duterte's drug war is a "lawful" and "legitimate" operation against drug personalities. He has threatened to cancel the Philippines' ICC membership and said European lawyers were "rotten" and "stupid".
