Environmental Protection Agency Administrator Scott Pruitt said Monday that he would start the process of rolling back former President Barack Obama's signature restrictions on power plants-part of an effort to reduce carbon emissions by one-third their 2005 levels. Power generation accounts for about a third of USA emissions of carbon dioxide, which scientists say is the leading cause of global warming.

The agreement had set reduction targets for carbon emissions for 196 signatory countries.

In June, Trump announced that the US would pull out of the Paris Accord, an global agreement that set a limit on greenhouse gas emissions. That ruling is the foundation behind President Obama's Clean Power Plan.

"It's Congress that passes legislation that gives us direction, that gives us our orders as far as how we administer the statute", Pruitt said Monday.
