Iraq central bank eases financial restrictions on Kurdistan region

"Today's victory demonstrates we are stronger together, and this coalition remains committed to supporting our partners in the tough fight ahead as we continue our mission to defeat ISIS", Lt. Gen. Paul E. Funk II, a senior American commander, said in a statement Thursday congratulating the Iraqi and Kurdish forces.

IS, also known as ISIS or ISIL, seized swathes of territory in Iraq and Syria during a lightning offensive in the summer of 2014 that was followed by its declaration of a cross-border "caliphate". Kurdistan produces around 0.6 million barrels of oil per day, nearly 15 percent of Iraq's total output but blockade by these three countries can make the oil completely trapped.

Five mass graves have now been found in the Hawija area, but the number of victims was not revealed.

Last week, it was ousted from Anna, one of three towns it still held in the Euphrates Valley, and Iraqi forces are preparing to advance upstream towards the other two, Rawa and Al-Qaim.

Current situation in Iraq.

Iraq launched an offensive on September 21 to dislodge Islamic State from the Hawija area, where up to 78,000 people were estimated to be trapped, according to the United Nations.

Baghdad, Iran, Turkey, and Syria oppose the independence referendum held by the autonomous Iraqi Kurdistan region last Monday, citing concern that it will fuel separatism among its Kurdish population.

The Kurdish government has struck deals with producers and collected the revenue, angering the administration of Prime Minister Haider al-Abadi, which claims authority over crude sales and has partially withheld budget payments for the region. Popular Mobilization Forces leaders have particularly warned that the province of Kirkuk is likely to be the flashpoint between their forces and the Kurdish Peshmerga in the near future.

Talabani was the first non-Arab president of Iraq, elected in 2005, two years after the US -led invasion that toppled dictator Saddam Hussein, a Sunni Arab, empowering the Shi'ite Arab majority and allowing the Kurds - who are mostly Sunni Muslims - to have a recognised autonomous region with its own military force, the peshmerga.

He was able to board one of the last flights out of Erbil and arrive in NY before the Iraqi government blocked the airspace of the Kurdish enclave as punishment for the local Kurdish authorities' decision to go through with the referendum despite Baghdad's opposition.

Iraq's Prime Minister, al-Abadi, has made clear that Bagdad is unwilling but not unable to resort to violence, raising the specter of armed confrontation.

Macron said: "France is ready - if Iraqi authorities wish - to actively contribute to mediation launched by the United Nations". "We want stability in Iraq and to ensure the safety of the State of Iraq. We correspond with the central government in Iraq and as far as we are concerned, this referendum is illegitimate".

The calls for dialogue come amid regional players' increasing pressure on Erbil.

Turkey under Recep Tayyip Erdogan, the country's president and leader of the Islamist ruling party, opposes Kurdish independence both in Iraq and in Turkey, which has a large Kurdish minority that global observers say is oppressed.

USA and Iraqi commanders say morale is low among militants in the Hawija region, hundreds of whom are reported to have fled with their families and surrendered to nearby Kurdish forces.
