The revival of the cap - which May appeared to have dropped after losing her parliamentary majority in a June election - was an unwelcome surprise for representatives of British employers, who are already disappointed by the government's lack of progress in Brexit talks.

May was left fighting to finish, barely audible, in front of a packed hall full of delegates at the Conservative Party Conference in Manchester.

Opposition Labour Party supporters were quick to capitalize.

"Obviously she was having difficulties, but what we saw was her tenacity", Stephen Kerr, a Scottish member of Parliament, told AFP. "Our prime minister is doing just that right now with great humor". The downgrade last month happened just hours after May had outlined the nation's Brexit plans. Chief Secretary to the Treasury Liz Truss said the prime minister had "showed her resilience".

May began by outlining the reasons why she joined the Conservative Party more than 40 years ago, stressing that the things that have made her most proud in politics have not been the positions she has held, but "knowing that I made a difference - helped those who can not be heard".

May took responsibility for the Conservative election failure, saying "I led the campaign, and I am sorry".

And many in the audience said her coughing fit and the sudden appearance by British comedian Simon Brodkin had helped to win them over.

"It's not miserable", she told Channel Four television on Tuesday.

May's speech was also overshadowed by furor over Johnson's comment during a meeting at the conference that the Libyan city of Sirte could become a tourism hub once they "clear the dead bodies away".

Local authorities and housing associations will be encouraged to bid for money from the new funding pot to support a "new generation of council houses".

She announced in a handout of her speech to the party conference in Manchester, England, that the government will invest an additional 2 billion pounds ($2.7 billion) in affordable housing - taking the government's total affordable housing budget to nearly 9 billion pounds.

Gruelling, physically demanding, and even embarrassing at points, this was not the speech that she - or her party - had been banking on to steady the ship.
