The decision could have implications for Daniel Ricciardo and Max Verstappen
Ricciardo was matched by teammate Max Verstappen throughout the second session until their final flying laps on low fuel, with Verstappen aborting after brushing the wall.
Ricciardo had already crushed his lap record from previous year by almost five seconds in the afternoon's first practice, and then went two seconds quicker in the second practice.
The result marked Vettel's second pole position of the season, the first coming in Hungary, and was an important blow in his bid for a fifth world title.
If last night's numbers were any indication, the Red Bulls could fly ahead of him in qualifying today, although Hamilton may well hold off the challenge from Ferrari'sSebastian Vettel, his closest rival in the standings.
But suddenly there were problems for the Red Bulls as Ricciardo hit a barrier and had to limp back to the pits, and Verstappen also had to box with a gears problem.
As we saw earlier in the season, the FIA has selected the halo device to be implemented on all cars from 2018, and we saw three teams (both McLarens, Raikkonen's Ferrari, and Ricciardo's Red Bull) run the device in the opening stages of the session, during which all drivers were out to put in an installation lap within the first 10 minutes.
Vettel is a four-time victor at the Singapore night race, which started in 2008 and will now run until at least 2021 after organisers announced a four-year contract extension.
"I expected this, to be honest", Ricciardo said.
Lewis Hamilton feels the Red Bulls will be tough to beat in Singapore but his goal will be to be ahead of Sebastian Vettel.
Mercedes and Hamilton, however, are expecting more of a challenging weekend.
Formula One championship leader Lewis Hamilton, who is seeking his third successive victory, was third quickest ahead of Mercedes team mate Valtteri Bottas. Sainz twice went straight on at Turn 18 - just before the track cuts underneath a grandstand - with the second occasions seeing the Toro Rosso's front brakes catch fire.
Toro Rosso's Carlos Sainz will move to Renault on loan next year as part of the complex deal while Fernando Alonso is also set to extend his stay at McLaren.
McLaren will switch to Renault engines starting next season while Honda will partner with Red Bullowned Toro Rosso, who are now powered by the French manufacturer.
"I've been here for quite a few years now and I think next year we need to make a bigger step next year than we did this year, to really convince me that I can win with them".
Explaining his deficit to Ricciardo, the Dutchman said: "We all know that Daniel is always very quick here".
