Like many places in South Florida, the nursing home has been without power since being battered by tropical storm winds and hurricane gusts on the edge of Hurricane Irma. Police said they have opened a probe into possible criminal negligence. Three patients were found dead in the facility and others were found there "in need of immediate transport", officials said.

Early Wednesday morning is when the residents of the facility started dying. Three other Cubans were killed in coastal provinces when they failed to heed evacuation orders and their homes collapsed. And surely a tighter regulatory regime might have brought extra scrutiny to a nursing home owner who (with his then partners) had paid $15.4 million settlement in a Medicare fraud civil suit back in 2006.
The Florida Department of Health and the Agency for Health Care Administration addressed the timeline Friday, saying, "It is 100 percent the responsibility of health care professionals to preserve life by acting in the best interest of the health and well-being of their patients".
But the home also has a relationship with Larkin Community Hospital, which has a long history of running afoul of health care regulators.
Gould said FPL met with Broward County officials in March before the storm season to discuss what facilities would be prioritized for power restoration this year. There are still ten million people suffering from power failures in the city of Florida, Georgia and Carolinas.
