Brexit Progress Insufficient To Take Talks Forward: Tusk

Donald Tusk has said there is still not "sufficient progress" in Brexit talks to begin discussing a transitional deal as he left a meeting with Theresa May at Downing Street this afternoon.

Michel Barnier told reporters Thursday that British Prime Minister Theresa May's Brexit speech last week brought new momentum to the negotiations, following a fourth round of talks in Brussels.

"We had a constructive discussion and we made progress in some areas".

"By being creative in the ways that we approach these issues, we can find solutions that work both for the remaining 27 (member states of the EU) but also for the United Kingdom and maintain that cooperation and partnership between the United Kingdom and the EU".

"We view PM May's Florence speech on Friday and the initial response from Michel Barnier as tentatively positive", says Oliver Harvey at Deutsche Bank who believes the "recent rally in Sterling can continue".


The EU has consistently said it will not discuss the UK's future relationship with the EU, which includes trade and transition periods, until "sufficient progress" has been made on what it calls "separation issues".

In the piece, the foreign secretary reaffirmed the already debunked claim that Brexit would return £350 million (US$470 million) per week to Britain's ailing National Health Service (NHS).

May's Florence speech offered key concessions as well as proposing a transition period of around two years after Brexit to allow businesses to adjust to the new situation. He said it exposes Labour's negotiating position, but he accepted a minimal divorce payment should be made.

"We are laying down concrete proposals and there are no excuses for standing in the way of progress", he said, echoing May's remark in Florence on Friday that other states would not lose out financially in the current European Union budget cycle to 2020.

"We would be insane to let them go back to Romania, we want to ensure. their rights are protected", said Johnson, who is on a visit to the Czech Republic, Romania and Slovakia.


Britain's Brexit negotiator David Davis said that the talks were making good progress.

Despite having seemingly agreed to "take dictation" from the European Union when making her Florence speech, the bloc does not appear to have rewarded the Prime Minister for her compliance with a more conciliatory stance.

The speech "had been coming for a long time", he said.

Mrs May has insisted Britain will "take back control" of its laws but critics say it will be impossible to avoid European judges having a role in enforcing new agreements drawn up with the EU.

"We may think the benefits of free trade are self-evident but we need to sell benefits to the public", said Fox.
