Vietnam does not go gently into South China Sea code of conduct

The Philippines will seek agreement in Southeast Asia on ways to engage with North Korea, following pressure from the United States to isolate Pyongyang over its missile tests, Manila's foreign minister said on Friday.

He will also for the first time be in the same room as North Korea's Foreign Minister Ri Hong-Yo, who defied United States attempts to isolate Pyongyang to attend the ASEAN regional forum.

ASEAN and China say the framework is only a guide for how the code will be established, but critics say the failure to outline as an initial objective the need to make it legally binding and enforceable creates doubts about how effective the pact can be.

To top that, Asean and China adopted a framework that should pave the way for official talks on a code of conduct (COC) on disputes in the South China Sea - decades in the making - to begin by year's end.

In 2002, China and ASEAN signed the "Declaration on the Conduct of Parties in the South China Sea", which advocated peacefully settling territorial disputes, based on global law.

It is now expected to be released on Monday with the statements by the ASEAN Regional Forum (ARF, which addresses security issues) and the East Asia Forum (EAS), which both include all the Asia-Pacific nations-but only if they come to a consensus regarding the North Korea clause.

The diplomat also highlighted that on the sidelines of the AMM 50, Foreign Minister Pham Binh Minh held a series of bilateral meetings with his counterparts from Singapore, Indonesia, the Philippines, Australia, Laos, Canada, the US, New Zealand, China, Japan and the Republic of Korea, and the High Representative of the European Union (EU) for Foreign Affairs and Security Policy.

Beijing is sensitive to even a veiled reference by Asean to its reclamation of seven reefs and its military installations in the South China Sea, which it claims in nearly its entirety despite the competing claims of five other countries.

Regarding what kind of COC will be produced, Wang said that is up to the discussion by the 11 parties - China and the ASEAN member countries.

"We want a region that is stable - where democratic institutions work, where nations regard each other with mutual respect and understanding, and where the rule of law reigns supreme in the relations between states", Duterte said.

The Philippines has decided not to abandon but to put aside the ruling of mid-July in 2016 for the time being under the leadership of President Rodrigo Duterte.

The fifth aims to comprehensively implement the China-ASEAN joint statement on production capacity cooperation agreed upon yesterday.

Sanchez said ASEAN, due to the presence of regional players like China and India, had become the world's third fastest growing economy.

The Foreign Ministry, in a statement tonight, said Foreign Minister Datuk Seri Anifah Aman, during the meeting, pointed out that the ASEAN centrality needs to be maintained in the efforts to further the ASEAN Community Building agenda.

"The resolution is one that was passed unanimously thanks to cooperation from not only the U.S. but also China and Russia", Kang said. They (China) are not reclaiming land anymore.
