United States has 'no interest' in N Korea regime change: Mattis, Tillerson

While Trump was telling Kim that if he wanted a fight, the USA was ready to give him one, Tillerson was singing a different tune.

The irreverent young staff behind the counter joke about the North Korean threat - they're even trying to ideal a mushroom cloud design in the foam on their lattes.

North Korea has announced plans to fire missiles near the Pacific territory of Guam, but there is no indication an attack is imminent.

The Reuters news agency's lead story August 9 on Trump's blistering warning to Kim suggested that was the case: "Secretary of State Rex Tillerson played down President Trump's incendiary warning to North Korea Wednesday, saying he was just trying to send a strong message in language its leader would understand", the news service said.

Senior Trump administration officials have said that the USA is not interested in regime change, and has no desire to "inflict harm on the long-suffering North Korean people".

In a joint opinion article published Monday in the Wall Street Journal, US Secretary of Defence Jim Mattis and Secretary of State Rex Tillerson commended South Korea's new government for "moving forward with the deployment of US Terminal High-Altitude Area Defence".

Kim's comments, however, with their conditional tone, seemed to hold out the possibility that friction could ease if the United States made some sort of gesture that Pyongyang considered a move to back away from previous "extremely risky reckless actions".

The U.S. government is far from blind to this.

Not holding the exercises, Pinkston added, risks weakening "the capacity of the South Korean military and the USFK to respond to a variety of military contingencies" and could invite aggression.

Two of the US' regional allies, South Korea and Japan, are taking steps to counter a potential escalation of tensions between Pyongyang and Washington.

"Hear me now, we will defend the country from any attack at any time from any quarter", he said.

Washington has previously said it will consider talks with Pyongyang if it agrees to give up its nuclear weapons program, a precondition North Korean officials have described as a non-starter.

President Moon Jae-in told visiting top USA military official Gen Joseph Dunford that the South's top priority "and our national interest" was peace.

"The trip highlights our ironclad commitment to the defense of the Republic of Korea in the face of North Korea's provocations and threats", the statement said.

He said previous presidents had also used strong words to warn off Pyongyang, pointing out Barack Obama said past year that "we could, obviously, destroy North Korea with our arsenals".

North Korea's leader has delayed a decision on firing missiles towards Guam while he waits to see what the United States does next, the North's state media said on Tuesday, as South Korea's president said Seoul would seek to prevent war by all means.

Trump, however, has refused to back down in his verbal confrontation with the North Korean leader, suggesting to reporters Thursday that his threat to unleash "fire and fury" may not have gone far enough and saying past administration had not done enough to take on North Korea.

The North followed the May launch with two flight tests of its Hwasong-14 intercontinental ballistic missile last month.

China and the United States, the world's two largest economies, say they are committed to having a stable military-to-military relationship, but there are deep fault lines.

"He said that if the Yankees persist in their extremely risky reckless actions on the Korea n peninsula and in its vicinity, testing the self-restraint of the DPRK, the latter will make an important decision as it already declared", the report said. But the North clearly still needs to conduct more tests to hone its technical skills.

He also said that Dunford had said that he would bring pressure to bear on China to act on North Korea during the Chinese leg of his trip.

He said there had only been a few booking cancellations from South Korea.

A foreign ministry spokesman for the North on Tuesday denied that the country is now discussing the detainees with Washington.

It is America's most western territory but it is not a state.

One of North Korea's stated reason for building up its nuclear and ballistic missile programs is the fear of US-led regime change, as in Iraq and Libya.
