Philippines seeks Asean consensus on N. Korea response

The eighth UNSC resolution against the reclusive country imposed a blanket ban on North Korea's exports of coal, iron and iron ore, and placed restrictions on its foreign sales of lead, seafood and workforce. It also prohibits countries from increasing the number of North Koreans working overseas and bans new joint ventures with the North as well as any new investment in current joint ventures.

"We should not fool ourselves into thinking we have solved the problem".

On the sidelines, Kang will also likely meet with her counterparts from the USA and China - Rex Tillerson and Wang Yi - to discuss North Korea and other issues of mutual concern.

'Further action is required. Even as rumours circulated that he might be about to leave his job in frustration, he turned up at the state department last week to address the media with a message that was clearly intended first of all for North Korea and its neighbours.

North Korea's nuclear and missile tests have met with global condemnation.

A draft communique seen by The Associated Press days before the ministers held their annual summit in Manila on Saturday failed to mention the sensitive criticisms, which China has opposed to be discussed in multinational forums.

Estimates say that North Korea exports about $3bn worth of goods each year - and the sanctions could eliminate $1bn of that trade.

One day after Council members voted unanimously for a partial ban on exports aimed at slashing Pyongyang's foreign revenue by a third, top diplomats from the key powers in the dispute met in Manila. Still, negotiating new measures typically takes months, not weeks.

President Donald Trump on Saturday touted new sanctions the U.N. Security Council approved for North Korea, saying they will have a "very big financial impact".

United Kingdom ambassador Matthew Rycroft said: "North Korea bears full responsibility for the measures we have enacted today".

WASHINGTON The Trump administration on Friday officially told the United Nations that the U.S. intends to pull out of the 2015 Paris climate pact. "I would like to personally thank the Chinese delegation for the important contributions they made to this resolution".

Both countries acknowledged and urged "fully and comprehensively" the implementation of the U.N. Security Council's decision, Wang told journalists after the meeting.

JOHN DELURY: The two previous South Korean governments essentially bought into a sanctions approach to try and stop North Korea, and it hasn't worked.

In the posting on Saturday, it said diplomats were told the USA "trumpeting" about war and its threat of sanctions only increased Pyongyang's "vigilance and courage", and justification for its tests.

The new draft resolution also adds additional individuals and entities, including the Foreign Trade Bank, a state-owned bank that acts as North Korea's "primary foreign exchange bank" to a United Nations sanctions list. A few months ago, China also chose to suspend coal imports from North Korea for the rest of the year.

Earlier, Trump said on Twitter that the latest United Nations measure was "the single largest economic sanctions package ever on North Korea".

"North Korea's irresponsible and careless acts have just proved to be quite costly to the regime", Haley said after the successful vote. "He will continue working with allies and partners to increase diplomatic and economic pressure on North Korea to end its threatening and destabilizing behavior".
