Chinese state media said North Korea had to be punished for its missile tests, but criticized the US for its "arrogance" Monday.

North Korea has also rejected talks with South Korea, arguing that the overtures of its southern neighbor are disingenuous.

North Korea was under fire at the ASEAN forum in Manila, where US Secretary of State Rex Tillerson said Pyongyang should signal it was prepared to resume talks by stopping its missile tests.

In a statement to the Manila forum on Monday, Pyongyang said it would never place its nuclear programme on the negotiating table as long as the United States maintained a hostile policy against the North.

In Manila, Tillerson said he hoped the North would "choose a different pathway and when the conditions are right, that we can sit and have a dialogue".

On the sidelines of a forum in Manilla, North Korea's Foreign Minister has unofficial described a South Korean offer for military talks as "insincere".

China has urged North Korea to end missile tests and accept United Nations action, The Independent reports.

"It showed that North Korea does not want to be part of a peaceful world".

"If enemies believe that North Korea can be rattled by sanctions, it is nothing more than a delusion", the statement said.

President Donald Trump is discussing North Korea with his secretary of state. China has agreed to tough measures against North Korea in the past, only to back off (or employ creative accounting to mask ongoing activity).

"Through the resolution, the Council (UN Security Council) had taken a strong and united step, increasing the penalty of that country's ballistic missile activity to a whole new level".

Lim Eul Chul, a North Korea expert at South Korea's Kyungnam University, said the comments by the North demonstrate how angry it is over the U.N. sanctions, but the country is not likely to launch a pre-emptive strike against the United States.

Tillerson said there might be a lag period before any financial impact is seen.

The head of american diplomacy stressed that Washington would consider talks only if Pyongyang suspended its ballistic program.
