Getting some type of bill to a conference committee with the House is going to take almost all Republican senators since Democrats are united in their opposition. The GOP senators will only vote for the bare-bones bill, they say, if it is just a vehicle to get to the next step in the legislative process, a conference with the House, were new legislation based on the two competing bills can be produced for both chambers to pass. The skinny proposal is seen as a final attempt to push a plan through the Senate before the chamber tries to reach a plan that could also get approval in the House.
"I think everybody in there, maybe except for one senator, promised their supporters, their voters that they supported repeal of Obamacare", Sen. Meanwhile, moderate Republicans like Collins oppose the suggested steep cuts to Medicaid.
