In an extraordinary intervention last night, Mr Johnson attacked Liberal Democrat leader Sir Vince Cable after he referred to rumours the Foreign Secretary may resign over the transition proposals.

Fox had previously said he backed a transition agreement to smooth Britain's exit from the trading bloc, but on Sunday he indicated that free movement should not continue.

In a press release, Cable said Fox's comments, which "directly contradict the chancellor over a transitional agreement on Brexit", show "all the signs of a cabinet in a state of civil war".

"It can't just be made by an individual or any group within the Cabinet".

The mayor of London, and arguably Labour's most senior elected official, said at the weekend that the party could legitimately stop Brexit with another vote - either a fresh referendum or a manifesto pledge.

"Other elements of the post-Brexit immigration system will be brought forward in due course", he said.

The Chancellor said there would be a registration system in place for people coming to work in the United Kingdom after Brexit, during the transitional period.

But International Trade Secretary Liam Fox has warned that allowing unregulated European Union immigration to continue would be a betrayal of last year's referendum result, while a former Brexit minister, David Jones, suggested some ministers were being "kept out of the loop" by No 10 and the Treasury.

The need to pay a final settlement bill, the need for a transitional implementation period to cushion the economic impact, and the need to allow continued immigration from the European Union for at least a few years all now seem to be consensus positions in London, although Trade Secretary Liam Fox, a Brexit hardliner, disputed the last of those at the weekend.

A spokesman for Boris Johnson was forced to dismiss a suggestion that the Foreign Secretary was about to quit over the way Brexit was being handled.

"We don't want that to change, even after we've left the EU".

The length of a potential transition period to allow business to adapt to the potential upheaval caused by Brexit is another contentious issue.

It appears the government could be relaxing its stance that "no deal is better than a bad deal for the UK" - set out in its manifesto for the snap election in June this year.
